How can we reconcile potentially competing leadership, missions and resources among first responders, agencies and governments to deliver the most effective management of crises? 2. INTEROPERABLE COMMUNICATIONS: Information flows. How we manage information flow among victims, first responders and command and control and how can specific data be managed and shared between them to best effect? How can technology help?

3. CYBERSPACE: Public safety and defence, vulnerabilities and opportunities.
 
4. POLICYMAKERS AND LEGISLATORS: Policy and legislative innovation as a means to more effective public safety and security. Where are the logjams and how do we break them?
